Welcome to the Pre-Authorized Tax Payment (PAP) Program

A Pre-Authorized Tax Payment (PAP) Plan offers you an easy, time-saving way to have property tax payments automatically deducted from your bank account. Payment plans help property owners save the cost of postage or special trips and line-ups to pay your tax bills. They also help to avoid late payment charges or missed due dates even if you are away for an extended period of time like vacation.

There are no service charges or fees for enrolling in the plan. All that’s required is completing and submitting the PAP Plan Enrollment Form, along with a void cheque. If you own more than one property in the Town of Grand Valley, you must complete one PAP Plan application per property.

Terms & Conditions of a PAP Plan Agreement

  • You certify that your taxes are fully paid to date and that your bank account is in good standing with sufficient funds to cover pre-authorized payments as they come due.
  • If more than one signature is required on cheques issued against the account, all depositors must sign the application.
  • If a payment cannot be cleared, or if supplementary taxes or invoices added to your account are unpaid, you will automatically be removed from the PAP Plan and billed for the amount owing.
  • The Town of Grand Valley will levy a service charge (plus applicable interest) for any payment that cannot clear your account.
  • If you wish to cancel your PAP Plan or need to change information such as your bank account details, submit the necessary form(s) to the Town of Grand Valley at least fifteen (15) days in advance of your next payment date.
  • You have certain recourse rights if any debit does not comply with this agreement. For example, you have the right to receive reimbursement for any debit that is not authorized or is not consistent with this Pre-Authorized Payment Agreement. To obtain more information on your recourse rights contact your financial institution or visit www.cdnpay.ca.

I/we authorize the Town of Grand Valley to automatically withdraw monthly regular recurring payments for payment of all property taxes (including any additional property taxes as noted below) from my/our bank account in accordance with the chosen plan until such time as written notice is provided to the contrary and, I/we will verify against my/our bank account to confirm that withdrawals are being made as directed.

I/we acknowledge that:

  • the Town of Grand Valley will mail interim and final tax bills, showing the amount of each regular debit in respect of property taxes, to the address shown on my/our tax account a minimum of 21 days before the first interim and final withdrawal date.
  • if my/our withdrawal date falls on a weekend or statutory holiday, payment will be withdrawn on the next business day.
  • this agreement is non-transferable and that I/we must submit a new application for any new ownership changes in the Town of Grand Valley. I/we may revoke the authorization granted in accordance with this agreement at any time. Notification of changes to bank account, other information or cancellation of this agreement must be made in writing to the Town of Grand Valley at least fifteen (15) days prior to the next scheduled withdrawal.
  • any payments submitted by post-dated cheque will be processed and may alter the amount of my/our future withdrawal(s). Requests for the return of post-dated cheque(s) are subject to a fee in accordance with Town by-law and must be made a minimum of three (3) business days prior to the cheque date.
  • my/our account will be charged a late payment charge and an administrative fee in accordance with Town By-laws for payments not cleared by my/our financial institution.
  • additional charges added to my/our tax account, if any, will not be automatically withdrawn from my/our bank account and payment for such charges must be remitted separately by the specified due date.
